Trilateral relationships involving nations with interests on the Korean Peninsula have been attracting intense attention from around the world. The trilateral relations between the United States, Japan and South Korea have significant implications in the political, diplomatic and security arenas. This alliance now stands in conflict with trilateral relations strengthening among former Communist neighbors in the Indo-Pacific region and beyond.
The U.S.-Japan-ROK summit at Camp David on Aug. 18, 2023, produced what was known as a model trilateral security pact. Three leaders — then-U.S. President Joe Biden, then-Japanese Prime Minister Fumio Kishida and then-President Yoon Suk Yeol — celebrated a new chapter in their partnership at a time of unparalleled opportunity while also amid geopolitical competition, climate issues and Russia¡¯s war of aggression against Ukraine. It was also a moment that required unity and coordinated action to show their courageous leadership in transforming relations between Japan and South Korea and renewing the U.S.-Japan and U.S.-ROK alliances for the future.
The massive Victory Day military parade at Beijing¡¯s Tiananmen Square on Sept. 3 marked the 80th anniversary of Japan¡¯s surrender at the end of World War II. Russia¡¯s Vladimir Putin and Kim Jong-un of the Democratic People¡¯s Republic of Korea (DPRK) stood on the Tiananmen Gate lookout shoulder to shoulder with China¡¯s Xi Jinping, along with 26 other heads of state, as they attended the 70-minute military parade. This was the first time a North Korean leader has attended a Chinese military parade since 1959. Most Western leaders were absent due to their opposition to Russia¡¯s invasion of Ukraine. Beijing hasn¡¯t criticized Putin¡¯s war and Kim has supplied combat weapons and troops for the war.
The placement of Kim and Putin alongside Xi indisputably strengthened trilateral Russia-China-DPRK ties. Kim¡¯s visit to China serves as a chance to coordinate its positions with Beijing and Moscow ahead of a potential DPRK-U.S. summit that could take place on the sidelines of the 2025 Asia-Pacific Economic Cooperation (APEC) Summit, slated for Oct.31-Nov. 1 in Gyeongju, where U.S. President Donald Trump is expected to join. The outcome of Kim¡¯s symbolic multilateral debut, made through his trip to China with daughter Ju-ae, could predict whether the resumption of diplomacy with Washington is feasible or not.
The opportunity to realize a friendly trilateral alliance summit with the U.S. and Japan, either before or after the Gyeongju summit, must be sought — although chances are quite slim now due to a host of variables. The wishful dream of all global peace-lovers would be to elevate defense collaboration, as well as share information on North Korea¡¯s dangerous missile launches and escalating cyberthreats in the decades to come.
